Affordable Care Act, Public Libraries & NN/LM MAR

NNLM MAR - Affordable care act and public libraries

The Patient Protection and Affordable Care Act (PPACA, also referred to as the "Affordable Care Act" or ACA) is the major health care reform bill passed into law on March 23, 2010.  It was amended by the Health Care and Education Reconciliation Act of 2010.

NN/LM MAR has created this guide to highlight authoritative information about the Affordable Care Act and to help with outreach efforts to inform consumers as they make important decisions about their health insurance options. The role of NN/LM MAR as the Regional Medical Library is to provide our public libraries and other member institutions with access to resources as they work with individuals in their communities. We can assist with directing our members to training opportunities and other state-specific resources.

What is the Affordable Care Act?

The Affordable Care Act was passed by Congress and  signed into   law on March 23, 2010.  On June 28, 2012, the Supreme   Court rendered a final decision to uphold the health care law.

The Affordable Care Act (ACA) has ten sections:

  • Title      I. Quality, Affordable Health Care for All Americans
  • Title      II. The Role of Public Programs
  • Title      III. Improving the Quality and Efficiency of Health Care
  • Title      IV. Prevention of Chronic Disease and Improving Public Health
  • Title      V. Health Care Workforce
  • Title      VI. Transparency and Program Integrity
  • Title      VII. Improving Access to Innovative Medical Therapies
  • Title      VIII. Community Living Assistance Services and Supports Act (CLASS Act)
  • Title      IX. Revenue Provisions
  • Title      X. Reauthorization of the Indian Health Care Improvement Act

The provisions of the ACA are being phased in over four years.  On October 1, 2013, open enrollment in the Health Insurance Marketplace begins.
